Re: June 18, 2013 Council Agenda (Craig’s 3-18)

The pdf version of the full agenda package is at:

An Html version is at:

Items of interest:

Agenda item 7.1 Paul Leader and BobTrask, Chesley Lake Ratepayers, Beavers in Chesley Lake and Request for Financial Assistance

Is this a matter for the conservation authority?

Agenda item 8.1 EDO03-2013 Sauble Beach Wayfinding

It is not clear from the EDO report is how much taxpayers’ money is going into signs promoting private sector commercial businesses.  Commercial signs should not be paid for by property taxes.

Agenda item 8.6 JACKSON01-2013 Amabel Sauble School Capital Financing

A few months back council was deceived into believing that the Town was contractually obligated to give the school board an extra $51,000 per year for the Sauble School.

In fact the town had no such contractual obligation.

Council, agreed anyway, totally unconcerned about the fact that donating the $51,000 makes no sense and unconcerned that the $51,000 adds almost another 1% to property taxes, making almost everyone worse off.

Now there is a proposal to give the school board even more.

Once again the false claim is being made that we are “not paying our share”.

It is a false claim.  Our agreement is clear.  Before the $51,000 we were paying according to our agreement with the school board.  With the $51,000 we are paying $51,000 more than what is required by agreement.

Council should turn this new proposal down.  It, like the $51,000 grant, is contrary to the public interest.

Council should not be using tax money to distort school board decisions and to meddle in school board business.

Agenda item 8.11 CLK50-2013 Comprehensive Zoning By-Law 122-2009 Housekeeping Amendment

I took a look at some of the so-called “housekeeping” amendments.  Some are not “housekeeping” at all.  Some are major and significant changes.

It is quite dishonest to call the amendments “housekeeping”.

This may have caused residents to pay less attention than they otherwise would.

Council should recast the proposed changes as significant modifications and start the review process over again.

And don’t forget the main event…..the Motion to pass a new resolution to state that the TSBP is “Not a Willing Host” to industrial wind turbines ruining our countryside:

The Clerk/CEMC read the notice of motion as presented. It was noted that the motion would be placed on the next agenda for discussion.

It was Moved by J. Turner

    That further to Council resolution R-642-2012 wherein Council indicated that they did not support wind turbines;

    And that in light of comments made by Premier Wynn with regard to municipalities and their willingness to host wind turbine developments;

    That the Council for the Corporation of the Town of South Bruce Peninsula does hereby declare that South Bruce Peninsula is not a willing host to industrial wind turbine development;

And further that staff circulates a letter to Premier Wynne as well as the Minister of Environment, Minister of Energy, Minister of Rural Affairs, MPP Bill Walker and all other municipalities in Bruce County for their support and endorsement.

Be there early to get a seat in the council chambers!

Residents of TSBP need new Mayor the one that will not hide beside a piece of paper called Official Plan. Town’s Official Plan & Bruce County Official Plan ( that the present Mayor of TSBP is chair of ) can be replaced at any time ,but The beauty of the Bruce Peninsula country side NEVER !

      • cuvava says:

Close says both Bruce County and South Bruce Peninsula have Officials Plans that clearly state alternative energy is supported.

        MR.Close,
Could you please identify what section,or sections of Town Of South Bruce Peninsula Official Plan gives the industrial wind turbine developers the right to place there turbines in our municipality ???

        Ana, Ana, Ana,

You should know by now that the mayor is full of shit, and he lies, repeatedly, to back up his claims.

Remember the “criminals” vis-a-vis this blog?

The only “criminal” activity vis-a-vis this blog, relates to a frequent poster who is also a councillor. But the mayor ain’t speaking about him, is he?

I would be interested to see how many people would be interested in rate payers association. Any ideas on how one gets this going so we have more clout for the next election. the majority of the councilors need to be turfed.

      • cuvava says:

        MR. Close,
Since you have not answered the question that I asked, here I’m going to copy directly from the TSBP official plan so that you know next time when you’re rooting for the Turbines developers.

The TSBP Official Plan as of 2012
Here is from paper page 20:

        3.4.2 Objectives
        1. To protect the ecological features and functions in the Town, including rivers and
streams, valleylands, wetlands, wildlife habitat and linkages, fish habitat, woodland
and Areas of Natural and Scientific Interest (ANSI‟s).
        2. To prevent development and/or site alteration on lands adjacent to provincially-
significant wetlands, the habitat of threatened or endangered species, fish habitat, significant woodlands, significant valleylands, significant wildlife habitat or hazardous lands pending the completion of an Environmental Impact Statement (EIS) demonstrating that the proposed methods of remediating any potential impacts on these and/or cultural heritage features are satisfactory to the regulatory agencies responsible for such resources.
        3. To prevent the occurrence of development on lands having inherent environmental hazardous such as poor drainage, inundation, flooding, erosion, steep slopes or any other physical conditions which could endanger life or property.
        4. To ensure that any existing or potential adverse impacts of one land use
on another are adequately investigated and mitigated as a prelude to new development, and that appropriate measures are taken to minimize or eliminate these impacts and/or afford protection against them.
        5. To prevent development which would impair the quality of adjacent water bodies including surface water and groundwater resources.
        6. To correct or prohibit existing or potential sources of pollution by requiring the application of standards established by the Ministry of Environment or other regulatory agencies.

There is no “support alternative energy” in the TSBP plan.

JUST HEARD THE NEWS SAUBLE BEACH SCHOOL IS ALIVE AND WELL AND HOW NICE THE COUNCIL HAS JUST DECIDED TO PITCH IN THE OTHER $17000.00 PLUS THE FIFTY SOMETHING THOUSAND PER YEAR. ACTUALLY TAX PAYERS ARE PAYING FOR ELITISTS PRIVATE SCHOOL, AND THAT IS WHAT IT IS. SOMEONE IS REALLY BROWN NOSING FOR NEXT ELECTION….HMMM WONDER WHO THAT COULD BE. IF YOU VOTE FOR THESE NINNIES THEN YOU DESERVE YOUR TAXES GOING UP EVEN FURTHER. THINK ABOUT IT. WHAT A WASTE OF TIME AND TAX PAYERS MONEY.

    • roryjo says:

Hey keeerist. Are you afraid Janice Jackson will sue you with your own tax money if you mention her name?

The annual $51,000 plus used to save the Sauble school is all money taken from the taxpayers. It was all founded on Janice Jackson’s lies and deceptions. The school board vote passed 5 to 4. Without Jackson’s lies and deceptions the school would have been closed and the residents would not be forced to pay an extra $51,000 plus in taxes.

I only hope that the residents of TSBP remember at election time how Jackson callously took their money and used it to benefit her “elite Sauble group”, as you call it.

      • keeerist says:

well, as I have said before time to turf the whole lot of them. Here is my question, how does one get people involved, such as tax payers to start a South Bruce Peninsula Rate Payers Association? There should be inquiry such as the taxes that have already been paid to the school board and to really see if this is justifiable on what the councilor has done. Do we really owe that much. I find it hard to believe, that the town was that far behind on the taxes. Or was the Ministry of Education being somewhat lax? Maybe it is time to start a rate-payers association before next election. Since the council wants the money, and councilors want the right to sit there, ( nodding their heads agreeing , even if they did not understand. Talk about a bunch of puppeteers.

I spoke with a gentleman, (intelligent as well), who said the town is so against infrastructure, but I smiled when he mentioned that maybe it was to many syllables in the word for them to understand. How can one still keep the tax rate going up, and not have a tax base? Obviously we turn our smiling faces to the tourists and carve more Wiarton Willie statues.
The town and their mental midgets are a complete embarrassment to the one known the Beautiful Bruce.
